摘要:

随着新一轮“双高计划”的启动,职业教育国际化呈现目标定位服务国家战略、组织形态体系化协同、实施路径区域聚焦的新特征,核心导向聚焦“教随产出、校企同行”。当前高职院校国际化面临战略协同不足、产教融合不深、资源适配性低、复合型师资短缺的结构性困境。为此,应重点推进分级联动治理体系构建,创新校企实体化合作与权责利共享机制,推动教学资源本土化模块化重构与数字化升级,实施国际化“双师型”教师培育工程等针对性措施,旨在精准对接国际产能合作需求,破解发展瓶颈,提升职业教育国际影响力与服务能力。

Abstract:

With the launch of the new round of the "Double High-level Plan", the internationalization of vocational education has exhibited new characteristics, including goal orientation aligned with national strategies, systematized and collaborative organizational structures, and region-focused implementation pathways. Its core orientation emphasizes the principle of "education following industrial output and colleges advancing alongside enterprises". At present, the internationalization of higher vocational colleges faces structural challenges such as insufficient strategic coordination, shallow industry-education integration, low adaptability of resources, and a shortage of interdisciplinary faculty. To address these issues, it is essential to promote the construction of a tiered and coordinated governance system, innovate entity-based school-enterprise cooperation mechanisms with shared responsibilities, rights, and benefits, advance the localized and modular restructuring as well as digital upgrading of teaching resources, and implement an internationalized "dual-qualified" teacher development program. These targeted measures aim to precisely align with the needs of international production capacity cooperation, break through development bottlenecks, and enhance the international influence and service capacity of vocational education.
